This is the first time we get a glimpse of Arthur Harrow, the antagonist of the show. We see him preaching to what looks like a cult gathering. He talks about how darkness lives in our hearts and it has to be destroyed to make the world better.

Arthur Harrow, while he’s preaching to his cult, talks about his goal. It’s revealed that he wants to follow Ammit, the Egyptian Goddess, and make the world as close to heaven as possible by punishing sinners as he deems fit.
3 But the scales see everything. Perhaps they see something that lies ahead. -Arthur Harrow
The scales on Arthur Harrow’s hand were able to see through a person’s past, present and future. Using it, he was able to see whether a person had committed any sin or would go on to do so and using that, he would punish them as he deemed fit.
4 The scarab doesn’t belong to me, it belongs to her. Ammit. -Arthur Harrow
Arthur follows Steven in search of Ammit’s scarab. It isn’t revealed to us yet what the scarab does but all we know is that it is the reason why Ammit is imprisoned away.
5 Would you wait to weed a garden till after the roses were dead? -Arthur Harrow
Ammit was the Goddess who would punish the sinners of the world. But she had grown tired of waiting for people to commit sins and went after those who would sin in the future. Arthur uses the above analogy to explain her motivation.
6 The justice of Ammit serves the whole of our lives. Past present future. -Arthur Harrow
Ammit’s judgement transcended time. She judged all people through their past, present and future and would punish them accordingly, which eventually led her to be banished by the Gods.

Arthur knew what Steven was going through. He was hearing noises in his head and had no idea what they meant. He seemed to wake up at random places without any memory of how he got there. It was as though there was someone inside of him.
8 The more you try to ask for help the more you begin to sound like the boy who cried wolf. -Arthur Harrow
People couldn’t understand what Steven was going through. Everytime he asked for help, people didn’t understand what he meant. Only Arthur seemed to be able to understand what exactly he was going through.
9 There’s chaos in you. -Arthur Harrow
When Arthur uses his scales to judge Steven, something weird happens. The scales become unable to find a balance. An astonished Arthur looks at Steven in disbelief and tells him there’s chaos within him.
10 You’ve gotta give me control. -Marc
Arthur had unleashed a monster upon Steven to retrieve the scarab of Ammit. Right when the monster corners him, the voice inside his head, revealed to be Marc, asks Steven to give him control of his body so he can save them both. Steven obliges and we have our first glimpse of Moon Knight.

Arthur knew what people really wanted. In his experience, people were so stuck with their pain and past that they didn’t want things to change, even if it meant good for them.

Steven was rather confused about all that he was thrust into. He had no clue about what was happening, so much so that he thought he was going crazy after seeing his own reflection talk back to him. Marc, the voice in Steven’s head, explained to him that they served Khonshu, the God of Moon and protected the weak and vulnerable.

Steven realized that Marc took control of his body every time he went off to sleep. He was afraid Marc would do it again and would get him into trouble.

Layla, Marc’s wife, was unaware of Steven’s multiple personalities. When she met Steven, she thought it was Marc she was talking to. Steven, on the other hand, was unaware of Marc’s past life. He didn’t recognize Layla at all and she was surprised.

For Marc to do his job, he needed complete control over Steven’s body but Steven wasn’t ready to give up control in fear of Marc’s actions. He was adamant to stay in control and stop Marc at all costs.

When Arthur had used his scales of justice on Steven, the scales didn’t seem to balance and turned around in chaos. Arthur didn’t understand the reason for it right away. But now, after learning more about Steven, he’d realized that Steven had multiple personalities within him, Marc being one of them, because of which the scales couldn’t come to an absolute judgment.
17 Do you think Khonshu chose you because your mind would be so easy to break or because it was already broken? -Arthur Harrow
Steven was suffering from dissociative identity disorder. His mind was tumultuous and that made him an easy target for him to be Khonshu’s avatar.
18 I know being on the right side of things is important to you. Khonshu always ensnares people with a strong moral conscience. -Arthur Harrow
Arthur was Khonshu’s Avatar in the past. As such, he knew Khonshu very well. He knew that Khonshu only possessed those who had a strong moral conscience and Steven was one such person.
19 Ammit tears up evil from the root, casting her judgment before any evil is done. That’s why we must resurrect her. -Arthur Harrow
Arthur didn’t like Khonshu’s ways. He wanted to bring back Ammit as she didn’t wait for evil to be committed. She judged people’s past as well as their future and then delivered her justice. Hence, evil would be rooted out of this world. Arthur believed that was what this world needed.
20 I only punish those who’ve already done real harm. I am real justice. -Khonshu
Unlike Ammit, Khonshu judged people based on their past. He didn’t punish them in their present for crimes they would commit in their future. Ammit on the other hand punished even those who were essentially innocent in the present.
21 You ruin people’s lives. Everything you touch, you ruin. You abandoned your wife. You left her stranded. -Steven Grant
Steven was upset with Marc after learning more about him, especially after Layla told him how she had been abandoned by him. He’d also witnessed Marc’s killing spree and it didn’t sit right with him.
22 You know I’ll protect you with everything I have. You are worth protecting. -Khonshu
Although they did argue a lot, Khonshu knew that he needed Marc as his Avatar. He was ready to protect him from any danger that would befall him. Moreover, somewhere deep down, Khonshu really did like Marc.
23 You guys made a deal that he would just disappear from my life and you didn’t think I should be made aware of that? -Layla
Steven and Marc had made a deal that Steven would leave the moment he was done with his job there. Layla, after learning of this, was furious that she wasn’t informed about this, especially since Marc was her husband.

Marc was already tired after all that he had to go through. He’d seen a lot of horrible stuff in his career as a mercenary and also after being Khonshu’s avatar. He’d promised Steven to leave after his job there was done, something that he was badly looking forward to.

Layla was disappointed after she learned that Marc abandoned her inorder to protect her. She was an independent and bold woman and she didn’t need to be protected. All she expected from her husband was honesty, which he couldn’t provide.

When Arthur met Layla, he was acting all condescending towards her. Layla, who’d been married once already, was already fed up with men acting that way towards her.

When Arthur told Layla about how her husband was the reason for her father’s death, she refused to believe it. She couldn’t expect that Marc could do any such thing and was in denial.

When Arthur used his scales on Marc, he got a glimpse into Marc’s mind. He found that Marc had a guilty conscience and was in a lot of pain. He was the reason for Layla’s father’s death and he had to bear that guilt for the entirety of his life.

Upon learning that Marc had been the reason for her dad’s death, Layla was infuriated. She questioned him and Marc told him about how he had felt guilty about what had happened.

Khonshu had left Steven and let him free. Upon learning this, Arthur gave him the choice to join him and save the world by following his path of Ammit’s justice.

Arthur wanted to save Steven from the clutches of Khonshu and heal his mental illness. But Steven didn’t want Arthur anywhere near him. Arthur said that he can only save Steven if he lets him.
