Chester Alan Arthur was an American attorney and politician who served as the 21st president of the United States from 1881 to 1885. He assumed office after the death of President James A. Garfield in September 1881, just two months after Garfield was shot by an assassin. He surprised many by supporting the Pendleton Civil Service Act (1883), which provided for the open appointment and promotion of federal employees based on merit rather than patronage. Due to this his support from his own party was considerably decreased.
Chester Alan Arthur was born in Fairfield, Vermont, on October 5, 1830. He grew up in upstate New York and practiced law in New York City. Arthur joined the Republican Party in the 1850s, became active in local politics, and served as quartermaster general of New York state’s troops during the Civil War. He was elected as the Vice President during the tenure of James A. Garfield. When Garfield was assassinated by a disappointed office-seeker who wanted the Stalwart Arthur to be president, public apprehension increased as Arthur assumed office. Even though the public had very low expectations of him, he was determined to prove himself. Arthur retired in 1885 and passed away the following year on November 18, 1886.
